Part of Victoria’s Big Build, Major Road Projects Victoria is planning and delivering dozens of major road projects around metropolitan Melbourne and regional Victoria. Projects include new roads, road widening, new bridges and major freeway upgrades.
Elite Roads are proud to be part of Major Roads Projects Victoria which are reducing congestion and travel times, improving safety and connecting communities.
Recent and ongoing major road projects in Victoria include:
MRPV
-
North East Link according to the State Government, is the biggest ever investment in Melbourne’s north-east. Set to change the way people move around Melbourne.
The North East Link Tunnels will link Melbourne’s freeway network, and take 15,000 trucks off local roads a day and reduce travel times by up to 35 minutes.
The project will also improve the Ring Road in Greensborough, overhaul the Eastern Freeway, build Melbourne’s first dedicated busway and the North East Trail – as well as add more than 34km of walking and cycling paths.
-
The Metro Tunnel is crucial for the future expansion of Victoria's rail network, enabling transport systems to grow as Melbourne’s communities do.
The Metro Tunnel will create a new end-to-end rail line from Sunbury in the west to Cranbourne and Pakenham in the south east. With bigger and better trains, next generation signalling technology and five new stations. It will also untangle the City Loop so more trains can run more often across Melbourne.
Some of Melbourne’s busiest metropolitan train lines (including Sunbury, Cranbourne and Pakenham) will run exclusively through the new tunnel. Removing them from the City Loop so other lines will be able to run more services. Enabling 504,000 more passengers to use the rail system during each peak period. The Metro Tunnel is Melbourne’s the first step towards having a 'metro style' rail network like great cities around the world, such as London, New York, Hong Kong and Singapore.
-
The government have made the commitment to remove of 110 dangerous and congested level crossings across Melbourne by 2030. 67 level crossings have been removed so far, changing the way people live, work and travel.
Improving safety, reducing travel times and creating thousands of jobs.
The construction of new train stations and new public spaces is also part of the Elite Roads major project scope.
-
The Western Roads Upgrade was classed as the biggest investment into Melbourne’s roads ever. Completed in March 2021, the $1.8 billion road project has reduced congestion and decreased travel times for locals on several major Victorian roads including:
Dunnings and Palmers Road
Palmers Road
Derrimut Road
Leakes Road
Dohertys Road
Forsyth Interchange
Duncans Interchange.
Overall works on the project strengthened seven structures and upgraded 57 intersections.
This Victoria major road project also committed to a 20-year maintenance contract guaranteeing the care of 260 kilometres of road from Footscray to Werribee.

The Metro Tunnel is crucial for the future expansion of Victoria's rail network, enabling transport systems to grow as Melbourne’s communities do. The Metro Tunnel will create a new end-to-end rail line from Sunbury in the west to Cranbourne and Pakenham in the southeast. With bigger and better trains, next-generation signalling technology and five new stations. It will also untangle the City Loop so more trains can run more often across Melbourne. Some of Melbourne’s busiest metropolitan train lines (including Sunbury, Cranbourne and Pakenham) will run exclusively through the new tunnel. Southern Program Alliance
Southern Program Alliance (SPA) is one of the four ongoing program Alliances established by Victoria’s Major Transport Infrastructure Authority (MTIA) (previously, Level Crossing Removal Authority) to deliver the Level Crossing Removal Program.
Elite Roads were engaged to supply Asphalt and Profiling services on behalf of our client at multiple station upgrades including: Cheltenham, Carrum, Mentone and Chelsea stations.
-
Elite Roads were engaged to supply and place Asphalt at the newly constructed carparks for Carrum station. Our scope of works included:
- Road Profiling
- Asphalt Paving
The warm mix asphalt used in the construction of these carparks not only helped to reduce the carbon footprint during production process, but the binder used to manufacture asphalt will
be less aged and therefore less prone to fatigue cracking and ravelling in its in-service life.
Once the station upgrades concluded, Elite Roads were engaged to supply and place asphalt on the surrounding roads network.
Elite Roads internal fleet of asphalt trucks meant we able to supply and place in excess of 1000 tonnes per shift and meet strict programme deadlines for road closures.
-
Elite Roads was again awarded works for SPA on Cheltenham and Mentone Stations following our success at Carrum Station LXRP.
Our scope of works included;
- Road Profiling
- Asphalt Paving
- Platform Asphalt
- Driver Walkways
Elite Roads supplied resources for road profiling, trucking, asphalt paving and asphalt handwork.
Our ability to service varied client needs internally, meant Elite Roads were able to resource project requirements at short notice.
MOOROOLBARK TRAIN STATION
Elite Roads were awarded the platform asphalt package for SEPA at Mooroolbark Station.
The station platforms were elevated, making asphalt supply a challenge. With the use of cranes and a kibble, our handwork crews were able to achieve daily production targets needed during these time-critical works. Elite Roads supplied, transported and placed 290T of asphalt by hand during the 5-day occupation.

-
Our scope included;
- Asphalt supply and install of over 50,000T Asphalt.
- Leica 3D Paving
- Survey
- Profiling
- Street Sweeping

This, when paired with our fleet of delivery asphalt trucks meant we were able to supply and place asphalt quantities in excess of project requirements, reducing site visits and delays to the client.
-
Elite Roads were engaged to supply and place asphalt for MRVP Project 8 – Duncans Rd.
-
The Duncans Road Interchange Upgrade added new direction connections to and from Geelong, improved safety, and streamlined connections to the Werribee Tourism Precinct.
-
Our scope included;
